South Lake Tahoe VHR Rule Updates: What’s Coming & What You Need to Know

If you own, manage, or plan to invest in a short-term rental in South Lake Tahoe, significant changes may be on the horizon. The City of South Lake Tahoe is currently reviewing updates to its vacation home rental (VHR) ordinance, and the implications could be substantial for both homeowners and prospective buyers.

🔄 Where Things Stand Now

As of early June 2025, these updates are still in the second reading phase and not yet official. The city council is expected to hold the final vote on June 17th. Until then, these proposed rules are subject to change.

Additionally, the Tahoe Neighborhoods Group (TNG) has filed an appeal to reverse the city’s decision to overturn Measure T, which originally aimed to phase out VHRs in residential zones. So far, no legal stay has been granted, and the updated ordinance is still progressing.


 

📝 Proposed VHR Rule Updates to the 2018 Ordinance 

Here’s a breakdown of the most important proposed changes:

No more citywide cap – Instead, a 150-foot buffer between VHRs will manage density

Condos with permits before Sept. 1, 2016, are exempt from buffer rules

Face-to-face check-ins now required (in person or via video, with signature)

New safety & compliance measures:

  • 24/7 in-person response to complaints

  • Indoor noise monitoring

  • Outdoor cameras for trash and parking

  • Animal-resistant recycling bins (when available)

 

✅ Occupancy limits updated:

  • Two adults per bedroom

  • Exemption for up to five children under 13

  • Studios: Two adults + two kids

 

No more two-year wait to apply for a permit after purchasing a home

Mandatory defensible space inspections for fire safety

Increased penalties – owners can now be cited directly

All permits will now be issued through the SLT Police Department

Monthly permit cap: 150 permits issued per month

Updated appeals process:

  • First and second violations go to a hearing officer

  • Third violations (if appealed) go to the Planning Commission

Permit fees will be reevaluated to fully cover administrative costs

Priority given to former permit holders in good standing
